Everyone is on an equal playing field here, regardless of who they write or what their muses are; canon, OC, self insert, or otherwise. Yes, that includes the admin. Here, that title just means that the user can organize the forum.
Provide warnings for all other topics at the top of the first post, NSFW threads must be marked as such in the title and placed in the NSFW category.
Communicate! Interact! Even if you're not involved in the thread, you can still say your thoughts in the General OOC section. Who knows, it could make someone's day~
Obviously, adhere to individual rules if they're laid out in someone's intro post. That's why the Intro section is there!
